Cut or grate jaggery and add water in it and keep it for 1 hour.

When jaggery melts in water totally then seive that water

Take a large mixing bowl add wheat flour, semolina, baking soda ,fennel seeds then pour jaggery water in flour and make batter..normal pakoda type batter. Add 2 tb spn hot oil in batter.

Heat kadhai and add oil in it.let it heat then drop Fritters in it and deep fry it by flipping.
