Take a large pan heat butter. Add garlic. Saute for a minute. Add flour. Stir continuously with spatula. Keep the flame low. Cook it for 3-4 minutes.

Now pour the milk. Stir continuously otherwise lumps can be formed. Add water to maintain the consistency. Cook it on flame for 4-5 minutes.

Add grated cheese, chilli flakes, oregano, salt and pepper. Stir it continuously. When it become slight thick add maggi in it. Mix gently.
