In a mixing bowl take besan,suji, salt, oil, sugar and citric acid mix very well with water and make smooth batter, like pakora batter.

Give it Rest for 10-15 minutes. Meanwhile Grease plates or thalis using oil.

Pour approximately 2-3 cups water in steamer at bottom and heat it over medium flame for 5-6 minutes.

After 15 minutes mix the batter again if require add 1 tsp water. Just before steaming add baking soda mix nicely. Transfer the batter in greased plate.Placing the plates (filled with batter) in steamer.

Steam the batter on medium flame for 20 minutes. After 15 minutes check the dhokla and turn off the flame.

Let it cool. Cut it into pieces. Serve with chutney.
