First of all knead the flour by adding salt and water.

Heat oil in a pan add ginger ,green chili garlic paste then add onion , carrot capsicum cabbage and shallow fry it.add salt,red chili powder, chili flakes and mix.

Take a small balls of dough roll it into the size of a puri then. Make momos by filling stuffing in it.hear water in an idli mold and steam the momos in it....

Heat oil in a pan and deep fry the momos ( frying the momos by strumming they cook faster and better and it does not take. Much oil)
