for oats outer burger layer, take oats in a grinder in make fine powder of it. add milk, black pepper and salt again grind to a pouring consistency better.

Heat half teaspoon of oil in non stick pan and pour 2 tablespoon of batter and cook on low flame on both sides till seems golden , keep aside.

For tikki, heat 2 tablespoon of oil in same pan, saute chopped onion till transparent, add chopped capsicum and carrot and cook for 1 minute, keep stirring.

Add chopped spinach leaves, cook on high flame for few seconds, add soaked oats, all spices, salt and cook for few seconds.

Add coriander leaves and mix well, add bread crumbs and cook on high flame for few seconds. Keep stirring.

Switch off the flame let t the mixture cool completely, make round shaped tikkis out of mixture. Heat 1 tbsp oil in non stick pan and shallow fry tikki till both sides done.
7.
For assembling , take oats pan cake, apply green chutney on it.Put cabbage leaf, keep one oats tikki .Put some onion roundels, some tomato roundels.And cover with oats pancake(applied green chutney).Tied up with toothpick, serve in kids lunch box for school party
